A radical strategy was implemented in Oldham for restructuring the secondary school estate, as key element of the community cohesion strategy for the town. This involved the closure of 5 secondary schools with the opening of 3 brand new academies on new sites tobring together distinct communities. In 2009 the local authority was experiencing capacity issues with the implementation of their local Building Schools for the Future (BSF) programme and the development of the academies. Kerrie Norman (acting as PfS Project Director) implemented a procurement strategy that separated the procurement of the three academies from the main BSF programme. The Oasis Academy Oldham was selected as the sample scheme for the £69m batched procurement and the programme required a high degree of management of the multiple stakeholders involved in each scheme. The project team overcame significant technical challenges, including a major public right of way bisecting the sites for the buildings and sports facilities. The resulting building is a major beacon for regeneration in the area with high quality learning spaces, public realm spaces, multi-functional central spaces and spectacular sports facilities.
